Farbot: Smarty upgraded.

The Smarty templating system has been upgraded from the venerable 2.5.0 to the latest 2.6.6. It's been about a year and a half since I'd bothered to upgrade it.
It's used on the main pages of the farbot site, but not in other subsystems like the forums and gallery.
2.6.14
Smarty has been upgraded to 2.6.14, the latest release.
2.6.11, centralized
Smarty has been upgraded to 2.6.11 (bug fixes) and moved to a shared "include" location within the filesystem for possible future use by multiple websites.
Each site needs its own templates and cache directories, but the code library that runs them should really be shared, if possible.
2.6.10
Smarty has been upgraded to version 2.6.10.
This version includes some bug fixes and new language features, neither of which should affect this site.
2.6.9
Smarty has been upgraded to version 2.6.9. Like other php-related upgrades, this should be invisible to you as a user of the site.
2.6.7
Smarty has been upgraded to version 2.6.7, apparently fixing a security vulnerability.
