Farbot: Downloads are now throttled.

I've installed a couple of bandwidth-related modules into the web server and activated one of them. The module I've activated permits throttling of connections overall as well as throttling of particular file types.

I've instituted throttling rules for download.farbot.com to reduce the impact on the network. Let me know how you like or dislike them.
